Smart Dubai: Blockchain Case Study for Government in the UAE
Smart Dubai is the initiated campaign of the Vice President and Prime Minister of the UAE, which seeks to make Dubai the happiest city on earth. To empower, deliver, and promote an efficient and impactful city experience for inhabitants and visitors, they execute a wide spectrum of technologies including blockchain, AI, IoT and to focus on three strategic pillars: government efficiency, the creation of industry and worldwide leadership.
To achieve its strategic pillars, Smart Dubai aims to introduce initiatives and develop partnerships to contribute to its Smart of Everything from economy, living, governance, environment to people and mobility dimensions.
To become the “first city fully powered by blockchain by 2021”, Dubai established a roadmap to introduce blockchain technology in nation with goals: using blockchain efficiently in 100% in government services, facilitating a blockchain ecosystem for startups and businesses, and to become a worldwide thought leader by piloting cross-border blockchain cases
- The Enterprise Ethereum Solution
ConsenSys was chosen as a partner and performed a high-level tech analysis with related participants and core infrastructure after 2 months of ideation. Firstly, this analysis resulted in creating a blockchain platform as a Service blueprint, as well as a case for a blockchain-enabled digital identity. Finally, ConsenSys built a sandbox environment on Ethereum and held a series of 40 – 60 workshops for agencies to start prototyping and testing.

3.1 Blockchain Platform as a Service
For the acceleration and facilitation of blockchain solution prototyping, Blockchain Platform partnered with telco Du to give all government entities the freedom to build on a shared framework based on their business needs. The BPaaS is a fully managed, scalable, and secure platform with a pay-as-you-go architecture for low-cost access. The Smart Dubai Office has officially acknowledged BPaaS as one of the primary official tools to support government institutions’ prototyping operations.
3.2 The Smart City University
The Smart City University is a blockchain-powered decentralized learning platform that fosters the development of digital skills. It was created in collaboration with the Dubai Future Foundation. By avoiding the inflexible and walled traditional institutions, Smart City University hopes to boost the ratio of digitally skilled workers in the UAE to 10% by 2020.
Individuals can design their own educational path, which may include hands-on work projects, related reading materials, conferences, and in-person and online workshops leading to digital certifications.
3.3 Paperless Strategy
Smart Dubai is phasing out paper. Dubai is digitizing all services, including visa applications, bill payments, and license renewals, in order to reduce the 1 billion pieces of paper created each year. Blockchain technology will now be used to securely transaction.
By adopting Blockchain technology, Dubai stands to unlock 5.5 billion dirhams in savings annually in document process – equal to the one Burj Khalifa’s worth of value every year.
